 By  the  Chief,  Video  Services: 
 1.  At  the  request  of  Sarkes  Tarzian,  Inc.  ("  STI"),  licensee  of  station  KTVN(  TV),  NTSC 
 Channel  2,  Reno,  Nevada,  the  Commission  has  before  it  the  Notice  of  Proposed  Rule  Making,  14  FCC 
 Rcd  15952  (1999),  proposing  the  substitution  of  DTV  Channel  13  for  DTV  Channel  32  at  Reno  for 
 Station  KTVN(  TV).  STI  filed  comments  stating  its  intention  to  construct  and  operate  Station  KTVN-DT 
 on  DTV  Channel  13. 


 2.  We  believe  the  public  interest  would  be  served  by  substituting  DTV  Channel  13  for  DTV 
 Channel  32  since  it  would  permit  STI  to  facilit  at  e  the  relocat  ion  of  its  DTV  transmitt  ing  facilit  y.  DTV 
 Channel  13  can  be  allotted  to  Reno,  Nevada,  as  proposed,  in  compliance  with  the  principle  community 
 coverage  requirements  of  Section  73.625(  a)  at  reference  coordinates  (39-  18-  45  N  and  119-  53-  00  W). 
 In  addition,  we  find  that  this  channel  change  is  acceptable  under  the  2  percent  criterion  for  de  minimis 
 impact  that  is  applied  in  evaluat  ing  request  s  for  modificat  ion  of  init  ial  DTV  allot  ment  s  under  Sect  ion 
 73.623(  c)(  2)  for  Station  KTVN(  TV)  with  the  following  specifications:

 3.  Accordingly,  pursuant  to  the  authority  contained  in  Sections  4(  i),  5(  c)(  l),  303(  g)  and  (r)  and 
 307(  b)  of  the  Communications  Act  of  1934,  as  amended,  and  Sections  0.61,  0204(  b)  and  0.283  of  the 
 Commission's  Rules,  IT  IS  ORDERED,  That  effective  August  14,  2000,  the  DTV  Table  of 
 Allotments,  Section  73.622(  b)  of  the  Commission's  Rules,  IS  AMENDED,  with  respect  to  the 
 community  listed  below,  to  read  as  follows:

 permit  (FCC  Form  301)  specifying  DTV  Channel  13. 


 5.  IT  IS  FURTHR  ORDERED,  That  this  proceeding  IS  TERMINATED.
