This Public Notice does not change any of the instructions in the previously issued Notices that are described below. The information and filing format for the International Telecommunications Traffic report is described in detail in the Manual for Filing Section 43.61 Data (10 FCC Rcd. 13,418 (1995)). There are also three subsequent Public Notices which carriers should use to assist with their filing. The Manual for Filing and the three Public Notices, DA 99- 1332, Further Clarification of Section 43.61 International Traffic Data Reporting Requirements (rel. July 7, 1999), DA 98- 1369, Clarification of Section 43.61 International Traffic Data Reporting Requirements (rel. July 9, 1998), and Clarification of Section 43.61 International Traffic Data Reporting Requirements (rel. All common carriers that provided international facilities- based and facilities- resale switched and private line services, or pure switched resale services, in the calendar year are required to file the report regardless of the amount of traffic they provided. Facilities- based services are provided using international transmission facilities that the carrier owns or that the carrier leases from an entity that is not required to report those circuits in its own Section 43.61 report. Facilities- resale services are provided by leasing non- switched international circuits from other reporting carriers. These are distinct from pure switched resale services, which are switched services that are provided by reselling the international switched services of other U. S.- authorized carriers. Carriers that provided international facilities- based and facilities- resale switched and private line services must provide significantly more information for these services than they provide for pure switched resale services. International facilities- based and facilities- resale switched message telephone and private line services must be filed on a country– by- country, region and world total basis. International switched telegraph, telex and other miscellaneous services may be provided on a region and world total basis only. Carriers that provided international pure switched resale services for the calendar year may file world totals only. Attached to this Public Notice is a table of billing codes for facilities- based and facilities- resale services. We recommend that carriers start processing their 1999 calendar year reports prior to the July 31, 2000 due date. 1 2 Carriers are required to file the reports on a common type and format of computer diskettes as described in the Filing Manual. We want to emphasize this year that each filed diskette has to follow the correct format as stated in the Filing Manual, Section 2 - Diskette Format and Coding Instructions. All files need to convert to the suitable format for the processing program. Please refer to the Filing Manual, Section 2, B. Record Formats for detailed instruction. To assist carriers in submitting the correct report, the Commission has sample data files as well as program software on the Internet to enable carriers to file the proper report. This amount should include any amounts paid by affiliates to the terminating carrier associated with this traffic. 3
