See 47 C. F. R. §§ 1.1202( d) and 1.1208. This proceeding is inextricably intertwined with complex, interrelated legal, technical and policy issues associated with the implementation of DBS systems serving the States of Hawaii and Alaska. There are varying numbers of channels at various orbital locations involved. The public interest, therefore, requires that the ex parte procedures be modified for this proceeding. The proceeding shall be treated on a non- restricted, permit- but- disclose, basis. 47 C. F. R. §§ 1.1200( a), 1.1206 and 1.1208, Note 2.
