 APPLICATION  FOR  SPECIAL  TEMPORARY  AUTHORITY,  REQUEST  FOR 
 SPECIAL  TEMPORARY  AUTHORITY  TO  OPERATE  EARTH  STATIONS 
 COMMUNICATING  WITH  SATELLITES  OF  NEW  SKIES  SATELLITE,  N.  V., 
 APPLICATIONS  FOR  FIXED  EARTH  STATION  LICENSES 


 The  proceeding  captioned  above  is  an  adjudicative  proceeding  and  is  generally  restricted 
 under  the  Commission's  ex  parte  rules.  See  47  C.  F.  R.  §§  1.1202(  d)  and  1.1208.  Maritime 
 Telecommunications  Network,  Inc.  (MTN)  seeks  modification  of  the  ex  parte  procedures  in  this 
 proceeding  to  discuss  issues  that  could  be  raised  by  its  contemplated  petition  to  stay  the 
 International  Bureau's  Order  of  September  29,  2000.  See  Maritime  Telecommunications 
 Network,  Inc.,  Order,  DA  00-  1300  (released  Sept.  29,  2000)  (Order).  The  Order  addressed 
 several  complex  legal  and  jurisdictional  issues.  In  addition,  the  Order  required  MTN  to  suspend 
 service  to  several  customers  within  five  days  of  the  release  date  of  the  Order.  Given  the  complex 
 jurisdictional  issues  addressed  in  the  Order,  and  the  potential  effect  on  MTN's  customers,  we 
 modify  the  ex  parte  procedures  for  this  proceeding.  The  proceeding  shall  be  treated  on  a  non-restricted, 
 permit-  but-  disclose  basis.  47  C.  F.  R.  §§  1.1200,  1.1206,  and  1.1208  Note  2. 


 Accordingly,  effective  October  2,  2000,  ex  parte  presentations  relating  to  this  proceeding  are  subject  to  the  disclosure  requirements  set  forth  in  Section  1.1206  of  the  Commission's  rules.
