 1.  At  t  he  request  of  Willison  H.  Gormly  d/  b/  a  Sierra  Grande  Broadcast  ing  ("  pet  it  ioner"),  the 
 Commission  has  before  it  the  Notice  of  Proposed  Rule  Making,  15  FCC  Rcd  7507  (2000),  proposing 
 the  allotment  of  Channel  287C  to  Des  Moines,  New  Mexico,  as  the  community's  first  local  aural 
 service.  Pet  it  ioner  submitt  ed  comment  s  reit  erat  ing  his  int  ent  ion  to  apply  for  the  channel,  if  allot  t  ed. 
 No  other  comments  were  received. 


 2.  As  stated  in  the  Notice,  Des  Moines  is  listed  in  the  1990  U.  S.  Census  as  a  village  wit  h  a 
 population  of  168  people  and  it  has  its  own  post  office  and  zip  code.  However,  petitioner  was 
 requested  to  furnish  additional  demographic  information  in  order  to  determine  whether  it  qualified  as  a 
 community  for  allotment  purposes.  In  response,  petitioner  states  that  Des  Moines  is  the  headquarters 
 for  the  Des  Moines  School  District,  it  has  its  own  public  library,  three  churches,  The  Church  of  Christ, 
 Our  Lady  of  Guadalupe  and  Grace  United  Methodist,  a  community  center,  volunteer  fire  department, 
 and  bank.  In  addition,  it  states  that  Des  Moines  owns  and  operates  its  own  water  purification  plant. 


 3.  Based  on  the  information  before  us  and  our  own  independent  research,  we  believe  that  Des 
 Moines  is  a  community  for  allotment  purposes.  It  has  its  own  local  school  system,  churches,  library,  a 
 bank,  volunteer  fire  department,  restaurant  and  water  system.  Therefore,  we  believe  the  public  interest 
 would  be  served  by  allotting  Channel  287C  to  Des  Moines  as  its  first  local  aural  service.  Channel 
 287C  can  be  allotted  to  Des  Moines  in  compliance  with  the  Commission's  minimum  dist  ance  separat  ion 
 requirement  s  wit  hout  the  imposit  ion  of  a  sit  e  rest  rict  ion.  1 


 4.  Accordingly,  pursuant  to  the  authority  contained  in  Sections  4(  i),  5(  c)(  1),  303(  g)  and  (r) 
 and  307(  b)  of  the  Communications  Act  of  1934,  as  amended,  and  Sections  0.61,  0.204(  b)  and  0.283  of 
 the  Commission's  Rules,  IT  IS  ORDERED,  That  effective  December  4,  2000,  the  FM  Table  of 
 Allotments,  Section  73.202(  b)  of  the  Commission's  Rules,  IS  AMENDED,  with  respect  to  the 
 community  listed  below,  to  read  as  follows:

 subsequent  order. 


 6.  IT  IS  FURTHER  ORDERED,  That  this  proceeding  IS  TERMINATED.
