(NECA) filed a supplemental submission in which it proposes increases to the traditional telecommunications relay service (TRS) and video relay service (VRS) reimbursement rates. It recommends increasing the traditional TRS rate from $1.282 to $1.328 per completed interstate conversation minute for the six- month period between January 1, 2001 through June 30, 2001. It also recommends increasing the VRS rate from $5.143 to $5.539 per completed minute, effective October 2000 through June 30, 2001. No change in the annual funding requirement is anticipated; consequently the carrier contribution factor of 0.00073 has not been revised. On June 28, 2000, the Commission approved NECA’s proposed TRS provider payment formulae and fund size estimate for the period July 2000 through June 2001 1 Subsequent to the June Order, NECA provided TRS providers with the opportunity to update their 2000 and 2001 projected cost data. This permitted service providers to incorporate the impact of the new service requirements established by the Commission’s March 6, 2000 Improved Services Order in their projections. 2 The Improved Services Order instituted several changes in the provision of telecommunications services for individuals with hearing and speech disabilities including improved TRS standards and the encouragement of Video Relay Services. Interested parties may file comments concerning this matter on or before December 19, 2000 and reply comments on or before December 26, 2000. All filings must reference CC Docket 90- 571.
