 TESS  COMMUNICATIONS  OF  COLORADO,  INC.  FILES  NOTICE  OF  INTENT 
 On  December  4,  2000,  TESS  Communications  of  Colorado,  Inc.  (“  TESS”)  filed  an  amended 
 Notice  of  Intent  that  conforms  with  the  minimum  enrollment  period  for  video  programming 
 providers.  TESS  intends  to  establish  an  Open  Video  System  in  various  communities  in  Colorado, 
 including  Fort  Collins,  Commerce  City,  Thornton,  Northglenn,  Loveland,  Arvada,  Aurora, 
 Longmont,  and  Douglas  County.  A  copy  of  the  TESS  Notice  of  Intent  is  attached  to  this  Public 
 Notice.
