The Bureau found that BellSouth met the established standard to qualify for Phase I pricing flexibility for special access and dedicated transport services in 39 MSAs and Phase II pricing flexibility for special access and dedicated transport services in 38 MSAs. The Bureau also found that BellSouth met the established standard for Phase I pricing flexibility for special access channel terminations to end users in 37 MSAs and Phase II pricing flexibility for special access channel terminations to end users in 26 MSAs. Appendix A, attached hereto, lists the qualifying services, the relevant MSAs, and the relief granted.
