(" Satmex") filed a letter requesting the Commission to add the three satellites listed below to the "Permitted Space Station" list created by the Commission in the DISCO II First Reconsideration Order. [See Amendment of the Commission's Regulatory Policies to Allow Non- U. S. Licensed Space Stations to Provide Domestic and International Satellite Service in the United States, Order, IB Docket No. 96- 111, FCC 99- 325 (released Oct. 29, 1999) (DISCO II First Reconsideration Order).] · Solidaridad 1 at 109.2° W. L. · Solidaridad 2 at 113.0° W. L. · Satmex 5 (Morelos 2R) at 116.8° W. L. Satmex notes that the Commission has previously authorized certain U. S. earth station operators to communicate with these satellites. See, e. g., FCC Grants 16 Earth Station Licenses for Foreign- Licensed Satellite Systems to Operate in the United States Under New Rules Implementing 1997 WTO Agreement, Public Notice, Report No. DS- 1864, Public Notice (released July 29, 1998). This matter shall be treated as a "permit- but- disclose" proceeding in accordance with the Commission's ex parte rules. See 47 C. F. R. §§ 1.1200, 1.1206. Persons making oral ex parte presentations are reminded that memoranda summarizing the presentations must contain summaries of the substance of the presentations and not merely a listing of the subjects discussed. More than a one or two sentence description of the views and arguments presented is generally required. See 47 C. F. R. § 1.1206( b).
