On April 16, 2001 Citizens Telecommunications Companies (Citizens) filed Transmittal No. 99 to revise Tariff F. C. C. No. 1, Access Services, Effective April 30, 2001, subsequently deferred to May 1, 2001 under Transmittal No. 100. Citizens is proposing to restructure and revise its Expanded Interconnection offerings including rate changes. Citizens indicates that it is making these revisions to reflect applicable provisions of the Deployment of Wireline Service First Report and Order 1 to revise rates to reflect new cost data, and restructure the rates to more appropriately reflect improved business practices. 2. Transmittal No. 99 affects the issues regarding rate levels, rate structures, and terms and conditions of collocation services that are subject to the investigation of Citizens’ Tariff F. C. C. No. 1, Access Service, Expanded Interconnection Services offering. 2 Therefore, with respect to the rates, terms and conditions for Expanded Interconnection Services, Transmittal No. 99 is suspended for one day and will be subject to the investigation initiated in the Matter of Citizens Telecommunications Companies Revisions to Tariff F. C. C. Accordingly, IT IS ORDERED that, pursuant to Section 204( a) of the Communications Act of 1934, as amended, 47 U. S. C. § 204( a), and the authority delegated pursuant to Sections 0.91 and 0.291 of the Commission’s Rules, 47 C. F. R. §§ 0.91, 0.291, the revisions to Citizens’ Tariff F. C. C. No. 1 Expanded Interconnection Service offerings filed under Transmittal No. 99 and deferred under Transmittal No. 100 ARE SUSPENDED for one day from the May 1, 2001 effective date and an investigation of the referenced transmittal is instituted and incorporated within CC Docket No. 97- 240. 4. IT IS FURTHER ORDERED that pursuant to Sections 4( i) and 204( a), of the Communications Act of 1934, as amended, 47 U. S. C. §§ 154( i) and 204( a), Citizens Telecommunications Companies SHALL KEEP ACCURATE ACCOUNT of all amounts received by the reason of the rates that are subject of this investigation. 5. IT IS FURTHER ORDERED that Citizens MAY ADVANCE the suspended material to May 1, 2001. Sections 61.58 and 61.59 of the Commission’s Rules, 47 C. F. R. §§ 61.58, 61. 59, are waived for this purpose. 6. IT IS FURTHER ORDERED that Citizens Telecommunications Companies SHALL FILE tariff revisions within five business days of the release date of this Order to reflect this suspension.
