C. 20554 News Media Information 202 / 418- 0500 Fax- On- Demand 202 / 418- 2830 TTY 202 / 418- 2555 Internet: http:// www. fcc. gov ftp fcc gov DA 01- 1447 Released: June 18, 2001 FCC ANNOUNCES EFFECTIVE DATE OF STREAMLINED PROCEDURES FOR HANDLING THE CARRIER- TO- CARRIER SALE OR TRANSFER OF SUBSCRIBER BASES Rules Become Effective on June 21, 2001 CC Docket Nos. 00- 257 and 94- 129 The Common Carrier Bureau of the Federal Communications Commission (FCC) announces the effective date of the streamlined procedures for handling the carrier- to- carrier sale or transfer of subscriber bases that the FCC adopted in its First Report and Order in 2000 Biennial Review – Review of Policies and Rules Concerning Unauthorized Changes of Consumers Long Distance Carriers and Fourth Report and Order in Implementation of the Subscriber Carrier Selection Changes Provisions of the Telecommunications Act of 1996, FCC 01- 156 (rel. May 15, 2001) (Order). These streamlined procedures replace the waiver process that carriers had previously used to acquire subscriber bases through sale or transfer in compliance with 47 U. S. C. § 258 and the FCC’s carrier change authorization and verification rules. The new rule provision, 47 C. F. R. § 64.1120( e), will take effect on June 21, 2001. A summary of the Order was published in the Federal Register at 66 FR 28117 (May 22, 2001), and the subject heading of the summary was corrected at 66 FR 30334 (June 6, 2001). The Office of Management and Budget (OMB) approved the information collections contained in section 64.1120( e) on June 7, 2001. OMB No. 3060- 0973.
