On June 15, 2001, the Association for Maximum Service Television, Inc. (MSTV) filed a motion pursuant to Section 1.46 of the Commission’s Rules, 1 to extend the period for filing comments and reply comments to the Notice of Proposed Rule Making, in the above captioned proceeding from June 25, 2001, and July 24, 2001, to July 25, 2001, and August 24, 2001, respectively. 2 MSTV states that the additional time is required to allow adequate time to conduct a thorough review and evaluation of the proposals. MSTV further states that the proposals have significant implications for the transition to digital transmissions and must be implemented with caution and the best available information. 2. The Commission does not routinely grant extensions of time in rule making proceedings. 3 However, to ensure the most complete and well- developed record possible, we believe that a moderate extension of time would be beneficial. Therefore, we will extend the comment and reply comment dates by fourteen days. Although this extension is not as long as MSTV asked for, we believe that such an extension appropriately balances the interests of commenting parties without unreasonably delaying the resolution of the proceeding. 3. Accordingly, IT IS ORDERED that time for filing comments in the above captioned proceeding IS EXTENDED to July 9, 2001, and the time for filing reply comments IS EXTENDED to August 7, 2001. 1 See 47 C. F. R. § 1.46. 2 See Association For Maximum Service Television Motion For Extension of Time For Comment and Reply Comment Deadlines, filed June 15, 2001. 3 See 47 C. F.
