Mpower Communications Central Corp. Mpower Communications of Oklahoma, Inc. On May 18, 2001, Mpower Communications Corp. (MCC), Mpower Communications Central Corp. (MCCC), and Mpower Communications of Oklahoma, Inc. (MCOK) (collectively referred to as Mpower or Applicants), each located at 175 Sully’s Trail, Suite 300, Pittsford, NY 14534, collectively filed an application requesting authority under section 214( a) of the Communications Act of 1934, 47 U. S. C. § 214( a), and section 63.71 of the Federal Communicat ions Commission's (FCC or Commission) rules, 47 C. F. R. § 63. 71, t o discont inue their domestic telecommunications services. The application indicates that Mpower provides local, long distance, switched access, other access, DSL, and Internet access services. Applicants seek to discontinue these services in the following states: Arkansas, California, Florida, Illinois, Kansas, Oklahoma, Michigan, Missouri, Tennessee, and Wisconsin. Specifically, MCC will discontinue service in the following areas (proposed discontinuance date in parenthesis): San Francisco/ San Jose, CA (6/ 25/ 01); Jacksonville, FL (6/ 25/ 01); Orlando, FL (6/ 25/ 01); East St. Louis, IL (6/ 25/ 01); Grand Rapids, MI (7/ 5/ 01); Milwaukee, WI (7/ 25/ 01); and Nashville, TN (8/ 24/ 01). MCCC will discontinue service in the following areas: Little Rock, AR (6/ 25/ 01); St. Louis, MO (6/ 25/ 01); Kansas City, KS (7/ 11/ 01); Wichita, KS (7/ 11/ 01); and Kansas City, MO (7/ 11/ 01). MCOK intends to discontinue service in both Oklahoma City, OK, and Tulsa, OK, on 6/ 25/ 01. In accordance with 47 C. F.
