On July 2, 2001, Alaska Communications Systems, Inc., on behalf of ACS of Anchorage, Inc., requested an extension of time until January 16, 2002, to file its initial cost allocation manual (CAM). ACS is required to file a CAM because in the year 2000 its annual operating revenue exceeded the indexed revenue threshold of $117 million for the first time. In accordance with the Commission’s rules, 1 incumbent local exchange carriers (ILECs) exceeding the indexed threshold for the first time must file their initial CAM within 90 days of the publication of the indexed threshold in the Federal Register. The 2000 indexed threshold was published in the Federal Register on April 16, 2001, and therefore, ACS’s initial CAM is due by July 16, 2001. 2. ACS requested this extension because it has limited resources to devote to the burdensome task of preparing an initial CAM filing. Also, in order to comply with the Commission’s CAM requirements, ACS requests additional time to complete a comprehensive review of: (1) the Commission’s cost allocation rules; (2) responsible accounting officer letters and orders relating to CAM issues; and (3) existing CAMs filed by other ILECs. ACS states that an extension of time would be in the public interest, because it would allow ACS time to devote its resources to file an accurate CAM that complies with the Commission’s rules. 3. We have reviewed ACS’s request for an extension of time until January 16, 2002, to file its initial CAM. Although we do not routinely grant extensions of time, 2 we are persuaded that the grant of ACS’s request is warranted. We find merit in ACS’s need for additional time, and we believe that a six- month extension will provide ACS with enough time to file an accurate CAM. The January CAM filing date will not affect other related reporting requirements, and thus causes no harm to the public interest.
