Such reimbursement is authorized pursuant to the Strom Thurmond National Defense Authorization Act for FY 1999. 3 The proposed rules are available on the internet at http:// www. ntia. doc. gov/ osmhome/ reports/ manreimb11701.htm. The Commission encourages interested parties to file comments with NTIA.
