The Accounting Policy Division (Division) has under consideration a Request for Review filed on November 13, 2000 by the Cleveland Municipal School District (Cleveland Municipal), Cleveland, Ohio, seeking review of a decision issued by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (Administrator). 1 Cleveland Municipal’s Request for Review seeks, in connection with a funding request which was granted by SLD, to obtain a post- approval change of the service provider. This process is referred to as a Service Provider Identification Number (SPIN) change request. We are informed by SLD personnel that on March 28, 2001, SLD made the SPIN- change which Cleveland Municipal is seeking here.
