(WorldCom) filed applications requesting review by the Commission of action taken by the Common Carrier Bureau (Bureau) pursuant to delegated authority. Specifically, AT& T and WorldCom request review of the December 15, 2000, Memorandum Opinion and Order by the Bureau in CCB/ CPD File No. 00- 20, BellSouth Petition for Pricing Flexibility for Special Access and Dedicated Transport Services (BellSouth Special Access Order). The BellSouth Special Access Order granted BellSouth’s petition for pricing flexibility for special access and dedicated transport services. AT& T and WorldCom argue that BellSouth failed to show that it has satisfied the applicable triggers for receiving pricing flexibility for special access and dedicated transport services established in the Access Reform Fifth Report and Order. See Access Charge Reform, CC Docket No. 96- 262, Fifth Report and Order, 14 FCC Rcd 14222 (1999) (Access Reform Fifth Report and Order). This matter shall be treated as a "permit- but- disclose" proceeding in accordance with the Commission's ex parte rules. See 47 C. F. R. §§ 1.1200, 1.1206. Persons making oral ex parte presentations are reminded that memoranda summarizing the presentations must contain summaries of the substance of the presentations and not merely a listing of the subjects discussed. More than a one or two sentence description of the views and arguments presented is generally required. See 47 C. F. R. § 1.1206( b).
