CTIA requests an extension of time to allow wireless carriers more time to address the spectrum allocation issues raised in this docket after the terrorist attacks of September 11, 2001. CTIA contends that wireless carriers across the nation have had to reorder their priorities in order to respond to the terrorist attacks of September 11. According to CTIA, these activities have made it difficult for wireless carriers to devote the time and personnel to prepare comments in this proceeding. CTIA argues that grant of this request would be in the public interest because it would give commenters sufficient time to address the important issues raised in the rulemaking proceeding and would provide the Commission with a more complete record on which to base its decision. 3. The Commission’s general policy is that extensions of time are not routinely granted. 4 However, we consider and, in certain instances, grant requests for extension of time where we find that the public interest would be best served by a more a complete discussion of the matters pending before the Commission. Considering the devastation of telephone facilities and infrastructure that resulted from the terrorist attacks on September 11, we believe that it is in the public interest for the Commission to develop the most complete and well- delivered record possible. We find that an extension of time is appropriate under the current circumstances presented. We believe that a moderate extension of time appropriately balances the interests of commenting parties without unreasonably delaying the resolution of the proceeding. Therefore, we grant an extension of time for the filing of comments from October 11, 2001 to October 19, 2001. In addition, we extend the filing of reply comments period from October 25, 2001 to November 5, 2001. 4. IT IS HEREBY ORDERED that pursuant to Section 1. 46 of the Commission’s Rules, 47 C. F. R. § 1. 46, the request of CTIA to extend the deadline for filing comments in this proceeding, filed September 25, 2001, is GRANTED to the extent indicated. 5. This action is taken under delegated authority pursuant to Sections 0.131 and 0.331 of the Commission’s Rules, 47 C. F. R. §§ 0.131, 0.331.
