 Pursuant  to  47  C.  F.  R.  §76.1502,  En-  Tel  Communications,  L.  L.  C.  ("  En-  Tel")  filed  an  application  on 
 October  5,  2001  for  certification  to  operate  an  Open  Video  System  serving  the  City  of  Willmar,  Minnesota.
