On October 2, 2001, the Common Carrier Bureau released a Public Notice establishing the pleading cycle for comments and reply comments in the above- captioned docket. 1 The deadline for comments was October 17, 2001 and the deadline for reply comments was October 29, 2001. 2 2. On October 24, 2001, Thrifty Call, Inc. (TCI) requested that the Commission extend the date for reply comments by 10 days, to November 8, 2001. According to TCI, this extension is necessary because TCI has not yet received all comments filed in the above- referenced proceeding due to recent problems with the delivery of United States Mail. TCI further notes that comments have only recently become available from the Commission due to delays in processing of material filed with the Office of the Secretary. 3 TCI contends that a modest extension of the reply comment deadline will enable interested parties to provide more substantive and complete comments on the issues raised by the commenters. 3. It is the policy of the Commission that extensions of time are not routinely granted. 4 Such extensions, however, may be warranted in extraordinary situations. Such is the case here. In the instant proceeding, we note that on the day comments were due, the Commission announced a new filing location for paper documents.
