(AT& T) filed a petition seeking a declaratory ruling that local exchange carriers (LECs) are required to provide exchange access services to the point of interface (POI) designated by an interexchange carrier (IXC) in the IXC’s point of presence (POP). 1 AT& T states that an increasing number of LECs have taken the position that they only are required to provide cabling to a demarcation point within an IXC’s POP, and that IXCs bear responsibility for any cabling from the demarcation point to the POI. AT& T argues that the position taken by these LECs is inconsistent with industry practice since the divestiture of the Bell Operating Companies, pursuant to which LECs have provided cabling all the way to the POI. AT& T requests that the Commission reaffirm that LECs are required to provide cabling all the way to the POI designated by the IXC when they provide access services to an IXC. Interested parties may file comments no later than December 19, 2001. Reply comments may be filed no later than January 2, 2002. When filing comments, please reference CCB/ CPD File No. 01- 24.
