ALLTEL asserts that waiver of sections 61.41( b) and (c)( 2) is appropriate because of special circumstances in this case that will serve the public interest and is justified because efficiencies resulting from the waiver outweigh any potential harms that the rule is designed to guard against. Interested parties may file comments no later than December 27, 2001. Reply comments may be filed no later than January 7, 2002.
