The performance measurements depict SBC’s service to competitive LECs in the areas of operations support systems, provisioning, maintenance, interconnection, local number portability, collocation, and billing timeliness. Under the SBC/ Ameritech Merger Order, SBC’s obligation to comply with the Performance Plan for a particular state extends until the earlier of (i) 36 months after the date it is first potentially obligated to make payments for a state or (ii) the first date the company is authorized to provide in- region, interLATA services in that state pursuant to 47 U. S. C. § 271( d)( 3). 2 On November 16, 2001, the Commission approved SBC’s application to provide in- region interLATA services in Kansas and Oklahoma, effective November 26, 2001. 3 Accordingly, SBC’s obligation to report Arkansas and Missouri performance measurements results pursuant to the SBC/ Ameritech Merger Order was extinguished on November 26, 2001. SBC’s final submission of its Arkansas and Missouri performance measurements data therefore occurred on November 20, 2001, which showed SBC’s performance for the entire month of October 2001 for these states.
