On December 20, 2000, MCI WorldCom Communications, Inc. (WorldCom) filed an application requesting authority under section 214( a) of the Communications Act of 1934, 47 U. S. C. § 214( a), and section 63.71 of the Federal Communications Commission's rules, 47 C. F. R. § 63.71, to discontinue its OnLine Card Services. Although WorldCom also seeks authority to discontinue international service under section 63.19 of the Commission's rules, 47 C. F. R. § 63.19, this Public Notice pertains only to WorldCom’s proposed discontinuance of domestic service. WorldCom describes t he service t o be discont inued as met ered use calling card service available to residential and commercial customers. The application states that the date of the planned service discontinuance is on or about February 1, 2001. The application also states that WorldCom no longer has any customers enrolled in these services, nor does WorldCom expect any others to subscribe to them. In accordance with 47 C. F. R. § 63.71( c), the application will be deemed to be aut omat ically grant ed on the 31st day after the release date of this notice without any Commission notification to the applicant, unless the Commission has notified the applicant that the grant will not be automatically effective. The FCC will normally authorize proposed discontinuances of service unless it is shown that customers or other end users would be unable to receive service or a reasonable substitute from another carrier, or that the public convenience and necessity is otherwise adversely affected. Comment s object ing to this applicat ion must be filed wit h the Commission by March 2, 2001. Such comments should refer to application file number W- P- D- 481. Comments should include specific information about the impact of this proposed discontinuance on the commenter, including any inability to acquire reasonable substitute service.
