DOCKET NO. 89- 573) The Region 28 Public Safety Regional Planning Update Committee announces the opening of a new frequency application window, Filing Window 7. Applications of intent to license frequencies will be accepted for this seventh window filing in the 821- 824/ 866- 869 MHz band, as described in the FCC approved Regional Plan for the Region 28 Planning Update Committee, Report and Order, FCC General Docket No. 89- 573, 5 FCC Rcd 388 (1990). Region 28 is responsible for planning public safety radio frequency spectrum usage within Eastern Pennsylvania, Southern New Jersey and Delaware in accordance with the Public Safety National Plan. Report and Order, General Docket No. 87- 112, 3 FCC Rcd 905 (1987). The filing window for Region 28 applications will be from March 1, 2001 to March 30, 2001, inclusive. Applications must be postmarked after 0001 hours on March 1, 2001 and prior to 2400 hours on March 30, 2001. No applications for this window will be accepted before the opening or after the closing of this application filing window. Applications should be filed using a letter of intent with proof of funding commitment to be considered. Letters of intent must include the specific channel selections. In addition, within 90 days of the Window 7 closing, each applicant must provide a 40 dBu, 25 dBu and a 5 dBu contour map for each site and frequency to support its recommendations. Applications must be compliant with all adjacent Regional Plans and assignments. The Region 28 Planning Update Committee will review the letters of intent. Each letter will be reviewed for system need, coverage, loading, funding and other criteria.
