That definition constitutes a rule freezing all study area boundaries. Madison is acquiring from Gallatin two telephone exchanges serving approximately 4,300 access lines in Illinois (t he St aunt on and Livingst on exchanges). By this waiver, Gallat in seeks to alt er its Illinois st udy area in order to remove the two telephone exchanges being transferred to Madison. Madison seeks a waiver of the study area freeze to combine the acquired exchanges with its exist ing Illinois st udy area. Pursuant to sections 1.415 and 1.419 of the Commission's rules, 47 C. F. R. §§ 1.415, 1.419, interested parties may file comments on or before March 22, 2001, and reply comments on or before April 2, 2001. Comments may be filed using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies. See Electronic Filing of Documents in Rulemaking Proceedings, 63 Fed.
