On January 4, 2001, Qwest Corporation (“ Qwest”) filed a motion for extensions of the January 30, 2001 deadline for filing comments and the February 28, 2001 deadline for filing reply comments in Phase 3 of the Notice of Proposed Rulemaking in the above- captioned docket. 1 Qwest contends that the initial comments in Phase 3 are due on the same date as the reply comments in Phase 2 and that it will be difficult for the parties to adequately address the issues raised in Phase 2 and Phase 3 if they are required to file the Phase 2 reply comments and Phase 3 initial comments simultaneously. 2. It is the policy of the Commission that extensions of time shall not be routinely granted. 2 In this instance, the Accounting Safeguards Division will exercise its discretion and grant a brief extension of time for the comments and reply comments to be filed in Phase 3 of this docket. We will grant Qwest’s request and extend the time for filing Phase 3 initial comments until February 13, 2001 and Phase 3 reply comments until March 14, 2001. 3.
