This biennial filing requirement has commenced in calendar year 2001. On or before April 2, 2001, an ownership report (FCC Form 323- E, September 2000 Edition) should be filed by noncommercial educational licensees whose radio or television stations are located in the States of Delaware, Indiana, Kentucky, Pennsylvania, Tennessee and Texas. At two- month intervals throughout 2001, the remaining noncommercial educational licensees will file their stations’ biennial ownership reports. Subsequent Public Notices will be issued advising these licensees of their scheduled filing dates. FCC Form 323- E (September 2000 Edition) is to be used in submitting the noncommercial educational biennial ownership report. This form may be obtained by writing to the Commission’s Form Distribution Center, 9300 East Hampton Drive, Capital Heights, Maryland 20743, or by telephoning 1- 800- 418- 3676 and leaving a request on the answering machine provided for this purpose. FCC Form 323- E is also available through the Internet. To retrieve this form by using the Internet, access the FCC’s Web Site, http:// www. fcc. gov, and click on the Forms link. FCC Form 323- E (September 2000 Edition) is also available by using the Mass Media Bureau’s Consolidated Database System (CDBS) electronic filing system. This system provides noncommercial educational licensees with the ability to fill out the biennial FCC 323- E’s on- line via the Internet from the Mass Media Bureau’s Web Site, http:// www. fcc. gov/ mmb, and to file them electronically with the Commission. Licensees intending to file electronically should consult the “CDBS Electronic Filing System User’s Guide” prior to completion and submission of their FCC 323- E’s. Internet access to the CDBS requires a user to have, at a minimum, a browser such as Netscape version 3.04 or Internet Explorer version 3.51.
