 On  May  8,  1998,  Orion  Atlantic,  L.  P.,  predecessor  in  interest  to  Loral  Space  &  Communication  Ltd. 
 (Loral)  requested  authority  to  launch  and  operate  a  hybrid  Ku-  band/  C-  band  satellite  at  the  37.  5°  W.  L.  orbit 
 location.  Loral  intends  this  satellite  to  be  a  replacement  for  its  current  Ku-  band  satellite  at  that  location.

 parties  to  comment  on  Loral's  proposed  Ku-  band  operations.  We  have  already  considered  and  rejected 
 arguments  that  Orion  or  Loral  have  any  rights  to  C-  band  authority  at  the  37.  5°  W.  L.  orbit  location.  See 
 Columbia  Communications  Corporation,  Memorandum  Opinion,  Order  and  Authorization,  13  FCC  Rcd 
 17772,  17777  (para.  13)  (Int'l  Bur.  1998). 


 Petitions  to  deny  Loral's  application  are  due  on  April  16,  2001.  Comments  are  due  April  26,  2001.  Replies 
 are  due  May  4,  2001.  All  responses  shall  be  consistent  with  Section  25.154  of  our  rules  See  47  C.  F.  R.  §
