Application for Authority to Launch and Operate a Hybrid Ku- Band/ C- Band Space Station File No. SAT- LOA- 19980508- 00043 On May 8, 1998, Orion Atlantic, L. P., predecessor in interest to Loral Space & Communication Ltd. (Loral) requested authority to launch and operate a hybrid Ku- band/ C- band satellite at the 37. 5° W. L. orbit location. Loral intends this satellite to be a replacement for its current Ku- band satellite at that location. See Orion Satellite Corporation, Request for Final Authority to Construct, Launch, and Operate an International Communications Satellite System, Order, 6 FCC Rcd 4201 (1991). We invite interested parties to comment on Loral's proposed Ku- band operations. We have already considered and rejected arguments that Orion or Loral have any rights to C- band authority at the 37. 5° W. L. orbit location. See Columbia Communications Corporation, Memorandum Opinion, Order and Authorization, 13 FCC Rcd 17772, 17777 (para. 13) (Int'l Bur. 1998). Petitions to deny Loral's application are due on April 16, 2001. Comments are due April 26, 2001. Replies are due May 4, 2001.
