(WorldNet) filed an Ex Parte Letter requesting that the Commission reopen the above referenced docket in order to: 1. determine, in response to the recent decision of the United States Court of Appeals for the District of Columbia Circuit in Association of Communications Enterprises v. FCC, 235 F. 3d 662 (D. C. Cir. Jan. 9, 2001), that the separate advanced services affiliates of Verizon Communications Corp. (Verizon) are subject to all of the obligations of Section 251( c) of the Communications Act; and 2. expand the applicability of the conditions adopted in the Memorandum Opinion and Order, In re Application of GTE Corporation and Bell Atlantic Corp. for Consent to Transfer Control of Domestic and International Sections 214 and 310 Authorizations and Application to Transfer Control of a Submarine Cable Landing License, 15 FCC Rcd 14032 (2000), so that they are applicable to Puerto Rico Telephone Co., Inc., a company controlled by Verizon and the only incumbent local exchange carrier in Puerto Rico.
