The Accounting Policy Division has under consideration several Requests for Review filed by the above- captioned applicants for discounted services under the schools and 1 Federal Communications Commission DA 01- 873 2 libraries universal service mechanism, seeking review of decisions issued by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (Administrator). 1 Each applicant seeks review of SLD’s denial of its application for discounts for internal connections. 2 Because each applicant raises arguments that were addressed and dismissed in Hamilton County School Board, we deny each of these Requests. 3 As in the case of Hamilton County School Board, rather than alleging error by SLD or seeking waiver of the Commission’s rules due to their own special circumstances, these applicants directly challenge the fairness of the Commission’s rules governing the calculation of discount rates. As in Hamilton County School Board, SLD has properly applied the Commission’s rules and the program’s procedures. These applicants’ challenge to the fairness of the rules is properly initiated by filing a petition for rulemaking, rather than a Request for Review. 2. ACCORDINGLY, IT IS ORDERED, pursuant to authority delegated under sections 0.91, 0.291, and 54.722( a) of the Commission’s rules, 47 C. F.
