C. 20554 Internet: http:// www. fcc. gov ftp. fcc. gov DA 02- 1092 May 10, 2002 REMINDERS FOR BROADBAND LICENSING SYSTEM FILERS All Broadband Licensing System (BLS) filers are reminded of the mandatory requirement to obtain an FCC Registration Number (FRN) by filing in the Commission Registration System (CORES). An FRN must be obtained prior to filing applications and/ or fees for the BLS services, including the Instructional Television Fixed Service and the Multipoint Distribution Service. These applicants are also reminded that any manually paid fee for an electronically filed application must be received by the Commission within 10 days of the receipt of the electronically filed application. On August 24, 2001, the Federal Communications Commission (FCC) adopted a rule requiring a mandatory FRN effective December 3, 2001. All parties and entities must obtain this unique identifying number and supply it when doing business with the Commission. Failure to provide the FRN may delay the processing of the application. This requirement is to facilitate compliance with the Debt Collection Improvement Act of 1996 (DCIA). The FRN may be obtained electronically through the FCC webpage at http:// www. fcc. gov (click on Commission Registration System) or by manually submitting FCC Form 160 (CORES Registration Form). FCC Form 160 is available from the FCC’s web site at http:// www. fcc. gov/ formpage. html, by calling the FCC’s Forms Distribution Center 800- 418- FORM (3676), or from fax- on- demand by dialing (202) 418- 0177. Applications, amendments thereto, and related statements of fact required by the Commission must be submitted with original signatures pursuant to 47 CFR § 73.3513( c) and 21.6( d) at the time of filing.
