 On  March  16,  2001,  the  Commission  adopted  a  Report  and  Order  detariffing  the 
 international  interexchange  services  provided  by  non-  dominant  interexchange  carriers  in  order  to 
 promote  further  the  pro-  competitive  goals  of  the  1996  Act  and  foster  increased  competition.  1 
 Effective  January  28,  2002,  all  tariffs  for  the  provision  of  international  interexchange  services  by 
 non-  dominant  providers,  with  limited  exceptions  as  set  forth  in  the  Order,  must  be  cancelled.
