C. 20554 DA 02- 1306 News media information 202/ 418- 0500 Fax- On- Demand 202/ 418- 2830 Internet: http:// www. fcc. gov ftp. fcc. gov Released: June 4, 2002 WIRELESS TELECOMMUNICATIONS BUREAU ANNOUNCES FILING PROCEDURES FOR CELLULAR PHASE II UNSERVED AREA APPLICATIONS IN THE EASTERN GULF COASTAL ZONE On January 15, 2002, the Commission released a Report and Order that, among other issues, revised the Cellular Radiotelephone Service rules to divide the Gulf of Mexico Service Area (GMSA) into two areas for licensing purposes, the Gulf of Mexico Exclusive Zone (Exclusive Zone) and the Gulf of Mexico Coastal Zone (Coastal Zone). 1 The Coastal Zone is defined as an unserved area, which will enable all entities to apply to serve areas of the Coastal Zone that are not currently served. As outlined in the Report and Order, the Commission will begin accepting Phase II unserved area applications sixty days after the effective date of the rules (i. e., July 2, 2002). 2 The following information is intended to assist applicants that wish to file Phase II unserved area applications for the Coastal Zone: € The date for filing Phase II unserved area applications for the Coastal Zone begins on July 2, 2002 € The existing unserved area licensing rules apply to the Coastal Zone 3 € All applications must be filed electronically via the Universal Licensing System (ULS) € The Cellular Market Area (CMA) that includes the Coastal Zone is CMA306, Gulf of Mexico 1 In the Matter of Cellular and Other Commercial Mobile Radio Services in the Gulf of Mexico, WT Docket No. 97-112; Amendment of Part 22 of the Commission’s Rules to Provide for Filing and Processing of Applications for Unserved Areas in the Cellular Service and to Modify Other Cellular Rules, CC Docket No. 90- 6, Report and Order, 17 FCC Rcd 1209 (2002), (petitions for reconsideration pending). 2 Id. at para. 18. 3 47 C. Step Action 1 Access the ULS web site at and select “Online Filing.” 2 Provide your FRN and password or TIN/ SGIN and password and select “Continue.” 3 Are there incomplete applications listed? € If yes, select “New Filing.” € If no, continue to Step 4. 4 Are you an existing land- based licensee whose market borders the Coastal Zone or an existing gulf- based licensee? € If yes, select “Modification” and select “Continue.” € If no, select “New” and select “Continue.” 5 If you selected “Modification” select the call sign of the cellular system being modified and select “Continue.” If you selected “New” select radio service code “CL- Cellular” and select “Continue.” 6 Complete the form as instructed. Note: The electronic form performs edit checks as you enter information. You will not be allowed to proceed to the next screen until the correct information is entered on the current screen. On the “Cellular Data” screen enter the following information: 1. Select “Phase II.” 2. Enter “CMA306” as the “Market Designator.” (Additional markets may be entered if the proposed unserved area application will cover CMA306 as well as other phase II unserved area markets). 3. Do not enter a “Sub- Market Designator.” 4.
