STREAMLINED PLEADING CYCLE ESTABLISHED WC Docket No. 02- 213 On July 22, 2002, New Century Telecom, Inc. (New Century), pursuant to section 214 of the Communications Act of 1934, as amended, 47 U. S. C. § 214, filed an application for approval to transfer control of New Century from K. K. Helein to Karyn Bartel. This application is subject to streamlined processing under section 63.03( b)( 1) of the Commission’s rules because the transferee is not a telecommunications provider. 1 This transfer of control involves a transfer of 100% of New Century’s stock. New Century provides domestic and international interexchange services on a resale basis. 2 New Century will continue to operate under the New Century name and provide the same telecommunications services pursuant to the tariffs it currently has on file, except as they may be revised by appropriate filings as needed to provide new or additional rate plans. New Century asserts that this transfer of control will serve the public interest, convenience, and necessity. First, this transfer will provide New Century with an infusion of resources that will allow New Century to create and provide new products and services for its customers, as well as to better service its customers. Applicant states that this would allow New Century to expand the reach of its service offerings, which would benefit consumers by 1 47 C. F. R. section 63.03( b)( 1). 2 New Century has also filed an application with the International Bureau for transfer of control pursuant to section 214. 1 2 promoting competition in the markets for interstate and international services. Second, Applicant states that existing customers will be protected because New Century will continue providing the same services under the same company name. GENERAL INFORMATION The transfer of control application identified herein has been found, upon initial review, to be acceptable for filing as a streamlined application. The Commission reserves the right to return any transfer of control application if, upon further examination, it is determined to be defective and not in conformance with the Commission’s rules and policies. Interested parties may file comments within 14 days and reply comments within 21 days of this notice. 3 Unless otherwise notified by the Commission, an applicant is permitted to transfer control of the domestic lines or authorization to operate on the 31 st day after the date of this notice. Comments may be filed using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies. See Electronic Filing of Documents in Rulemaking Proceedings, 63 Fed. Reg. 24121 (1998). Comments filed through the ECFS can be sent as an electronic file via the Internet to . Generally, only one copy of an electronic submission must be filed.
