Interested parties have inquired whether comments may also be filed on other band plans or proposals advanced in the reply comments WT Docket No. 02- 55. We clarify that all such comments are welcome and further our efforts to develop a complete record in this proceeding consistent with the comment period established in the September 6th Public Notice. All proposals advanced or referenced in the reply comments may be reviewed on the Commission’s Electronic Comment Filing System (ECFS). Access the main FCC web page at www. fcc. gov. From the menu at the top of the screen, select “Search.” On the search page, scroll down and select “Search for Filed Comments – ECFS.” On the “Search for Filed Comments” screen, enter “02- 55” in the “Proceeding” box and select “RC” in the “Document Type” box. Scroll down and click on the “Retrieve Document List” button. Reply comments may then be accessed by clicking “view” for each desired reply comment. In completing the transmittal screen, commenters should include their full name, U. S. Postal Service mailing address, and the docket number “02- 55.” Parties may also submit an electronic comment by Internet e- mail.
