Effective October 11, 2002, the Wireless Telecommunications Bureau (Bureau) will suspend electronic filing in the Broadband Licensing System (BLS). BLS is the repository of licensing data for the Instructional Television Fixed Service (ITFS) and the Multipoint Distribution Service (MDS). Additionally, BLS is used by applicants to electronically file applications to operate facilities in the ITFS and MDS services. Administration of these services was recently transferred to the Bureau as a result of the Commission’s reorganization. 1 The Bureau is taking this action to improve the integrity of data in the BLS, prepare for converting the ITFS and MDS services to the Universal Licensing System, and facilitate future enhancements to electronic filing. Accordingly, the Bureau seeks to ensure information in the database is accurate, current and in a consistent format as well as improve the electronic filing process for users of the database. As of October 11, 2002, all ITFS and MDS application filings must be submitted to the Commission in paper format. Specifically, this suspension includes, but is not limited to, applications submitted on the following forms: € FCC Form 304 (Application for MDS Authorization) € FCC Form 304- A (Certification of Completion of Construction for MDS) € FCC Form 305 (Application for Assignment of a MDS Authorization) € FCC Form 306 (Application for Transfer of Control of a MDS Authorization) € FCC Form 330 (Application for Authorization to Construct New or Make Changes in an ITFS and/ or Response Station( s)) € FCC Form 330- A (Certification of Completion of Construction for an ITFS Station) € FCC Form 330- R (Application for Renewal of ITFS and/ or Response Station( s) and Low Power Relay Station( s) License) € FCC Form 331 (Application for MDS or ITFS Modification to Main Station, Booster Station, Response Station Hub or 125 kHz (I Channel) Station) € FCC Form 405 (Application for Renewal of Radio Station License in Specified Services) 1 Radio Services Are Transferred From Mass- Media Bureau to Wireless Telecommunications Bureau, Public Notice, 17 FCC Rcd 5077 (2002). 1 2 € FCC Form 430 (Licensee Qualification Report) 2 € FCC Form 701 (Application for Extension of Time to Construct a Radio Station) In addition, letter requests for an Extension of Time to Construct an ITFS Station or for Special Temporary Authority must continue to be filed via paper at the addresses indicated below. ITFS/ MDS Requirements and FCC Registration Number Requirements Any entity conducting business or filing applications with the Commission must have a valid FCC Registration Number (FRN). 3 An applicant must include its FRN on any application (including letters submitted in lieu of applications) submitted to the Commission. 4 Any application received without an FRN could be subject to return or dismissal. 5 Except as provided in Section 1.8004( d) of the Commission’s Rules or in other Commission rules, the date that a resubmitted application is received at the Commission with a valid FRN will be considered the official filing date. 6 To obtain an FRN electronically, a user must register in CORES at https:// svartifoss2. fcc. gov/ cores/ CoresHome. html. To obtain an FRN manually, a FCC Form 160 must be submitted to the Commission.
