Specifically, we are seeking input from external stakeholders, who deal with the following types of IB filings: € Applications to deliver programs to foreign broadcast stations (Section 325- c) € Accounting Rate Modifications (Part 64) € Requests for network identification codes for public data networks that use the X. 25 international protocol (Data Network Identification Code Filing) € Notifications by authorized Section 214 holders of foreign carrier affiliations (Foreign Carrier Affiliations Notification (Part 63)) € Applications to own and operate international shortwave radio stations (International High Frequency Broadcast Station Applications (Part 73) € Applications for International Fixed Public Radiocommunication Service (Part 23) € International Section 214 Filings (Part 63) € Requests for recognition by the US government as a recognized operating agency to provide public telecommunications services, radio- based services, or enhanced services (Recognized Operating Agency Filing (Part 63)) € Applications to request to land and operate submarine cables (Cable Landing License Application) (Part 63)) € Requests for identification codes associated with Signalling System 7 networks for use by international carriers to optimize telephone network use. Signalling System 7, SS7, is a data network, comprised of ITU signalling standards that provides communications links between switching equipment and telephone company databases. (International Signalling Point Code Filing) At this event IB plans to share the status of this initiative and to seek input from interested parties on ways to improve electronic filing and services associated with IBFS. IBFS, an E- Gov 2001 1 2 award winner, has been and will continue to be designed based on customer needs. Therefore, all interested parties who wish to participate in the future of IBFS are encouraged to attend this event. REPRESENTATIVE ISSUES TO BE DISCUSSED € Frequency of use of IBFS € Ways to increase the use of electronic applications as opposed to paper- filed applications € Ramifications concerning mandatory use of electronic filing € Ease of handling attachments, technical schematics, exhibits, and other documentation € Application processing improvements associated with the list of filings identified above € Improvements to the data entry forms € Edit checks on external IBFS electronic filing forms € Pre- filling of data fields (administrative and other types of data) € Feasibility of using call signs for all applications € Improvements to the fee process (Form 159) € Ownership data € Potential electronic filing of transfers of control and assignments € Information available on Public Notices € Help/ Reporting € Electronic Filings of other items such as general correspondence, license surrenders, cancellations, etc. € Account Management 2 3 ROUND TABLE DISCUSSION INFORMATION IB will host the round table discussion on October 22 2002 from 1: 00 p. m. – 3: 00 p. m. at the FCC Headquarters facility located at 445 12 th St., SW., Room TWC- 438/ 468, Washington, DC 20554.
