S. C. §§ 470 et seq. 2 The Fact Sheet is attached to this public notice. This Fact Sheet provides guidance regarding the implementation of the Programmatic Agreement for the Commission’s wireless and broadcast service licensees, applicants, tower companies, and tower owners. It also provides guidance to State Historic Preservation Officers, Tribal Historic Preservation Officers, and other interested parties. However, such guidance does not amend or act as a substitute for the text of the Programmatic Agreement or the Commission’s rules. The guidance also does not amend or act as a substitute for the Advisory Council on Historic Preservation’s rules (except to the extent the Programmatic Agreement itself substitutes for those rules). Copies of the Programmatic Agreement and this Fact Sheet are available for inspection and duplication during regular business hours in the Reference Information Center, 445 Twelfth Street, S.
