The due dates for comments and reply comments were November 14, 2002 and November 21, 2002, respectively. On November 12, 2002, the Commission’s Electronic Comment Filing System (ECFS) was taken off line for emergency repairs, and the system remains offline and unavailable as of the afternoon of November 14. Under these circumstances, we will extend, on our own motion, the due dates to accommodate the needs of parties planning to file electronically. Accordingly, comments will be due no later than November 21, 2002, and reply comments will be due no later than November 29, 2002.
