 Pursuant  to  47  C.  F.  R.  §76.  1502,  RCN  Telecom  Services,  Inc.  (“  RCN”),  filed  an  application  on  November  15,  2002  for  certification  to  operate  an  Open  Video  System  serving  the  City  and  County  of  San 
 Francisco,  California.  Comments  are  due  to  be  filed  with  the  Office  of  the  Secretary  and  the  Office  of  the  Bureau  Chief,  Media  Bureau,  on  or  before  November  20,  2002.  Comments  must  be  filed  in  accordance
