PETITION FOR WAIVER 1. In this public notice, we seek comment on a petition filed by Qwest Services Corporation (Qwest Services) on November 8, 2002. 1 Specifically, Qwest Services requests that the Commission waive the affiliate transactions rules 2 to allow services provided to its affiliates to be recorded at fully distributed cost while it provides a limited set of support services to a former affiliate, Qwest Dex, Inc., for an 18- month transitional period. II. PROCEDURAL MATTTERS 2.
