The public is encouraged to attend, provide feedback, and make recommendations about the new application designs to be completed in 2003. As part of a continuing effort to improve the Universal Licensing System (ULS), the Wireless Telecommunications Bureau (WTB) announces the beginning of phase one of a multi- phased process to extensively redesign ULS Online Filing. Phase one will be completed late 2003. WTB will conduct a public forum to unveil the new concept designs for Online Filing in Washington, DC, on Wednesday, December 11, 2002, 10: 00- 11: 30 A. M. The forum will take place in Conference Room #1 on the Eighth Floor of the Portals II building, 445 Twelfth Street, S. W. We request that you pre- register by December 6, 2002. New Online Filing Environment The new Online Filing environment has been designed to simplify the filing process and provide convenience for ULS customers; it will also improve processing speed. Filing will have a new appearance, and a new “application manager” will allow customers to complete applications by filling in information or by answering questions targeted to specific types of applications. The manager will also enable customers to submit filings without having to remember application “purposes” and allow different types of filings to be submitted at once. Phase one of the redesign project will include the following: € Deployment of the new manager and new filing interface for all application purposes for radio services that complete Form 605 (main form only). € Deployment of the new manager and the new filing interface for radio services that complete Form 601 (main form only) for the following application purposes: Renewal Only, Cancel, Withdrawal, Duplicate, and Administrative Update. Note: There will be no change to substantive information required on Forms 605/ 601. Sample “New” and “Renewal” Demonstration At the forum, WTB staff will present the filing interface template for the Main form of a “New” application and a “Renewal” application. A future phase of the project will cover schedules for specific radio services, other application purposes (e. g. Modifications), Notifications and Requests for Extension of Time, and Transfers and Assignments. These topics will not be covered at the December 11 forum.
