 On  November  14,  2002,  Southwestern  Bell  Telephone  Company  (SWBT)  filed  a  petition  requesting  modification  of  local  access  and  transport  area  (LATA)  boundaries  to  provide  two-way, 
 flat-  rate,  non-  optional  expanded  local  calling  service  (ELCS)  between  the  Graford  exchange  in  the  Dallas  LATA  and  the  Graham  and  Jacksboro  exchanges  in  the  Wichita  Falls 
 LATA.  All  of  the  exchanges  are  in  Texas. 
 Interested  parties  may  file  comments  concerning  these  matters  on  or  before  December  17,  2002  and  reply  comments  on  or  before  December  24,  2002.  All  filings  must  reference 
 WC  Docket  No.  02-  373.  The  original  and  four  (4)  copies  of  the  comments  should  be  sent  to  Marlene  H.  Dortch,  Secretary,  Federal  Communications  Commission,  445  12  th  Street,  SW,
