Altschul, Bishop, Kaufman, Waite, Hall, Bart, and Harrison: Thank you for participating in the process of privatizing the administration of Cellular System Identification Numbers (SIDs). The Wireless Telecommunications Bureau (Bureau) received nine letters from parties that were interested in participating in the transition process and/ or performing as a SIDs Administrator. We have also received a number of phone calls from other parties who are interested in how we plan to proceed with the transition. We intend to accomplish the transition by taking the following steps: (1) draft SID Administrator guidelines outlining the responsibilities of each administrator, (2) make the guidelines public, (3) ask SID Administrator candidates to sign a Memorandum of Understanding, and (4) publicize the final transition date. We hope to complete the transition by late spring 2003. The guidelines defining the responsibilities of a SID Administrator are an extremely important part of the transition process. The Bureau would like your input on the responsibilities of an Administrator and suggested guidelines for the administration process. Since there will likely be multiple Administrators, the responsibilities should include a process to coordinate activities among the Administrators.
