The report should contain data as of December 31, 2001. The information and filing format for the Circuit Status Report is described in detail in the Circuit Status Filing Manual developed by the International Bureau (10 FCC Rcd 8605, 1995). All facilities- based carriers need to file the report if they had any activated or idle circuits as of December 31, 2001. If carriers did not have any activated or idle circuits at year- end, they are not required to file this report, or any letter stating that they have no circuits to report. The Circuit Status Filing Manual requires that carriers report the total number of activated and the total number of idle circuits by the following categories: submarine cable, satellite, and landline (cable or microwave). Carriers are required to file the report in the format specified in the manual. Carriers also are reminded that, under Section 63.23 of our rules, carriers reselling international private lines are required to file annual circuit addition reports by March 31st for the preceding calendar year. The Circuit Status Filing Manual was structured to guide the filing of both circuit status and circuit addition reports. Accordingly, circuit addition reports follow the same format used in the circuit status report, and carriers should report year- end additional circuits from the previous year. Facilities- based carriers that are regulated as dominant on particular U. S. international routes under Section 63.10 of the Commission's rules must provide their circuit status information on a facility- specific basis for the dominant route only. Carriers should provide the information in a separate appendix in the same table form as used in the Filing Manual with the addition of a "Facility Name" column after "Data field #2". Carriers are required to file the reports on a common type and format of computer diskettes as described in the Filing Manual. Due to the advancements in software, we will accept Excel files this year. A sample filing- template with brief field description in Excel is attached as 1 Attachment 1 to this public notice. For ease of reference, this public notice includes as Attachment 2, a list of the International Point country codes to be used by carriers in filing their circuit report. The Commission has established alternative means of filing documents that can be used by carriers to ensure the Commission receives the circuit status reports on or before the March 31 filing deadline. Carriers may file their circuit status report, at their option, either manually or electronically via electronic mail on or before the filing deadline in accordance with the interim filing methods described below: Hand- Delivery and Other Messenger- Delivery Filings: Carriers may file their report via messenger. Hand- delivered or messenger- delivered paper filings should be addressed to: 236 Massachusetts Avenues, NE, suite 110, Washington D. C. 20002 (8: 00 a. m. to 7: 00 p. m.) Other messenger- delivered documents, including by overnight mail (other than U. S. Postal Service Express Mail and Priority Mail) should be addressed to: 9300 East Hampton Drive, Capitol Heights, MD 20743 (8: 00 a. m. to 5: 30 p. m.). Electronic Filing: Carriers may file their report via e- mail by electronically transmitting their submission to the following e- mail address: ib- csr@ fcc. gov. The Commission will automatically reply to all incoming e- mails to confirm receipt. Although carriers may file their report electronically via e- mail, they must file a signed copy of the required certification form as shown in the Filing Manual. The certification form may be submitted by mail or hand delivered. U. S. Mail Filing: Carriers filing via e- mail may use this option to file their certification form. The filing should be addressed to William F. Caton, Acting Secretary, Federal Communications Commission, 445 12th Street, S. W., Washington, D. C. 20554. Due to disruption of regular mail delivery, we encourage carriers to send their reports through alternative means, as listed above. Except for those carriers filing electronically, carriers must file 2 copies of their transmittal letter and report, and 1 set of data diskettes, addressed to Cathy Hsu, Telecommunications Division, International Bureau. Carriers must file their original transmittal letter (without the report) with William F. Caton, Acting Secretary, FCC. In addition, carriers should file a complete set of their submission, i. e., copies of transmittal letter, report and data diskette, with the Commission's contractor, Qualex International (same mailing address as stated above).
