On December 20, 2001, the Commission released a Notice of Proposed Rulemaking in the Review of the Section 251 Unbundling Obligations of Incumbent Local Exchange Carriers (“ Triennial Review NPRM”). The Triennial Review NPRM stated that interested parties could file comments 60 days after Federal Register publication of the Notice and reply comments 105 days after such publication. 1 On March 11, 2002, BellSouth Corporation (BellSouth), SBC Communications, Inc. (SBC), and Qwest Communications, Inc. (Qwest) filed a joint petition to extend the dates for filing comments and reply comments by two weeks. In their pleading, the Movants request an extension of time in order to complete the collection and collation of data necessary to respond to the Commission’s request in the Triennial Review NPRM for evidence regarding actual marketplace conditions. 1 Sixty days after Federal Register publication of the Triennial Review NPRM is March 18, 2002 and 105 days after Federal Register publication of the Triennial Review NPRM is April 30, 2002. 67 Fed Reg. 1947 (Jan. 15, 2002). 1 Federal Communications Commission DA 02- 591 2 2. It is the policy of the Commission that extensions of time are not routinely granted. 2 In this instance, however, the Bureau finds that the Movants have shown good cause for an extension of the deadline for filing comments and reply comments in this proceeding. Because of the complexity of the issues and the Commission’s desire to obtain accurate and complete data, we grant a limited extension so that parties may file comments on April 5, 2002 and reply comments on May 21, 2002. This matter shall continue to be treated as a “permit- but- disclose” proceeding in accordance with the Commission’s ex parte rules. 3 All other requirements discussed in the Triennial Review NPRM remain in effect. 3.
