C. 20554 News Media Information 202 / 418- 0500 Fax- On- Demand 202 / 418- 2830 TTY 202 / 418- 2555 Internet: http:// www. fcc. gov ftp. fcc. gov DA 02- 638 March 18, 2002 RADIO SERVICES ARE TRANSFERRED FROM MASS- MEDIA BUREAU TO WIRELESS TELECOMMUNICATIONS BUREAU The change affects the Instructional Television Fixed Service and the Multipoint Distribution Service. 1 The Wireless Telecommunications Bureau (WTB) announces that as part of the Commission’s reorganization, certain radio services formerly administered by the FCC’s Mass Media Bureau (MMB) have been transferred to WTB. WTB assumes all regulatory duties associated with Instructional Television Fixed Service (ITFS) and the Multipoint Distribution Service (MDS), including all licensing and legal matters, effective Monday, March 25, 2002. WTB’s Public Safety and Private Wireless Division will regulate ITFS and MDS. These services consist of thirty- three, primarily 6 MHz channels and are located in the 2 GHz band. ITFS is allotted 120 megahertz of spectrum. ITFS licensees make extensive use of the spectrum to provide formal classroom instruction, distance learning, and videoconference capability to a wide variety of educational users throughout the nation. MDS is a commercial service that is allotted up to 82 megahertz of spectrum in the 2 GHz band and has generally been used for the transmission of data and video programming. Parts 74 and 21 of the Commission’s Rules regulate ITFS and MDS, respectively. This Public Notice announces three major changes that will occur as part of the transition: € The location for manually filed applications has changed. € Technical support telephone numbers for electronic filing have changed. € The Broadband Licensing System (BLS) will now be administered by the WTB. New Filing Location for ITFS and MDS/ Manually Filed Applications Non- feeable, manually filed applications for ITFS and MDS submitted via United States Postal Service should be addressed to the Federal Communications Commission, 1270 Fairfield Road, Gettysburg, PA 17325, ATTN: ITFS/ MDS/ MMDS Applications Processing. Overnight mail couriers, (i. e., FED EX, UPS, Airborne, etc.) and hand- delivered or messenger- delivered filings should be addressed to the Federal Communications Commission, Rear Entrance, 35 York Street, Gettysburg, PA 17325. Please note that this new filing location DOES NOT affect feeable applications for ITFS and MDS.
