 WITHDRAWAL  OF  PETITION  FOR  RULEMAKING  REGARDING  BILLING  AND  COLLECTION  SERVICES

 On  May  19,  1997,  MCI  Telecommunications  Corporation  (MCI)  filed  a  petition  for  rulemaking  requesting  that  the  Commission  initiate  a  proceeding  to  promulgate  rules 
 governing  the  provision  of  billing  and  collection  services  provided  by  local  exchange  carriers  to  interexchange  carriers  that  offer  interexchange  services  to  end-  users  on  a  non-subscribed 
 basis.  On  March  13,  2002,  WorldCom,  Inc.,  on  behalf  of  MCI,  filed  a  letter  stating  that  it  is  withdrawing  the  May  1997  petition.  As  the  MCI  petition  for  rulemaking 
 has  been  withdrawn,  this  proceeding  is  hereby  terminated.
