In a subsequent public notice, the Bureau will provide a format for a TRP to be submitted by all ILECs subject to rate- of- return regulation, including carriers that are required to file annual access tariffs in July, 2002 pursuant to section 61.38 of the Commission痴 rules, as well as carriers subject to section 61.39 of the Commission痴 rules that do not normally file access tariffs in even numbered years. 2 1 The price cap ILECs that must file a short form TRP on May 1, 2002, are Aliant Communications Company, Ameritech Operating Companies, BellSouth Telecommunications, Inc., Cincinnati Bell Telephone, Citizens Telecommunications Companies, Frontier Communications of Minnesota and Iowa, Frontier Communications of Rochester, Iowa Telecommunications Services, Inc., Nevada Bell Telephone Company, Pacific Bell Telephone Company, Qwest Corporation, Southern New England Telephone, Southwestern Bell Telephone, Sprint Local Telephone Companies, Valor Telecommunications Enterprises, LLC, and Verizon Telephone Companies. 2 47 C. The Bureau updates the TRPs prior to each required filing of access charges to reflect changes in Commission rules. TRPs are subject to approval by the Office of Management and Budget in accordance with the provisions of the Paperwork Reduction Act. 3 The first TRP attached to the present notice is the short form TRP that seeks information to be submitted by the price cap ILECs, but does not include rates. Price cap carriers will be required to provide this preliminary cost information on May 1, 2002, as required by the Commission痴 rules. 4 The next attached TRP is the long form to be used by the price cap ILECs that will contain actual rates and provide information on revenues and revenue requirements and will be submitted with the 2002 annual access tariff filing. In addition, the TRPs can be accessed electronically at the Pricing Policy Division痴 web site at www. fcc. gov/ wcb/ ppd. After reviewing comments received on the attached TRPs, the Bureau will issue final versions of the TRPs and establish tariff filing procedures for the 2002 annual access tariff filings for both price cap and rate- of- return carriers. These procedures will specify the dates on which the tariffs must be filed, the scheduled effective date of those tariffs, the dates for filing petitions to suspend or reject the ILEC tariff filings, the date for filing replies to any such petitions, and service requirements for the petitions and replies. Pursuant to section 1.415 and 1.419 of the Commission痴 rules, 5 interested parties may file comments on the format and content of these TRPs on or before April 4, 2002 and reply comments on or before April 11, 2002.
